2023 Ohio Medicaid Cost Report Data Summary
Silver level partner Plante Moran has shared their summary of the 2023 Medicaid Cost Reports with LeadingAge Ohio members. One key finding of the report is that despite significant headway made during the 2024-2025 budget, nursing homes’ costs per resident day still exceed Medicaid reimbursement by an average of $70.14 per day. This is down from $88.02 in losses per resident day during 2022, but still far above pre-pandemic losses.
Other findings include:
- The portion of funding dedicated to quality grew from less than 1 percent of the rate in 2019 to between 12 and 14 percent of the rate in 2023 and 2024.
- Direct care nursing hours increased 4.24% from 3.51 in 2022 to 3.66 in 2023.
- Statewide average facility employee nursing FTEs decreased from 50.71 in 2019 to a low of 41.47 in 2022. From 2022 to 2023, there was a 7.47% increase to 44.57, however facility employee nursing FTEs remains below pre-pandemic levels by six FTEs.
