Governor Vetoes LTSS Increases in Budget

This morning’s edition of The Source reported that the state operating budget was signed by the Governor last night. That actually occurred this morning, after late sessions by the House and Senate and an overnight evaluation by the Governor’s office. The Governor’s vetoes regarding LTSS came later this morning, and included several that directly impact LeadingAge Ohio priorities.  Advocates continue to await the veto language from the Governor’s office, and LeadingAge Ohio will continue to evaluate the impact of the vetoes on LTSS providers.

This morning, Governor DeWine used his executive authority to veto portions of HB 166 (State Operating Budget) which would increase funding for home- and community-based services. In the veto statement, the administration noted that while it supports increases to Medicaid providers, including assisted living waiver and direct service providers under the Department of Developmental Disabilities waivers, it believed that rate-setting should be done by the Department of Medicaid rather than in statute. The veto included the proposed 5.1% increases to Assisted Living Waiver and PASSPORT services, as well as increases to the Enhanced Community Living program.

The vetoes make it an option rather than an obligation for Medicaid to increase home- and community-based services beyond current levels. LeadingAge Ohio plans to work directly with the administration in implementing rate adjustments for these critical services. 

Additionally, the Governor vetoed portions of the nursing facility quality incentive program, making modifications to how it will be implemented. LeadingAge Ohio continues to assess the impact on nursing home members and will provide a detailed overview of the final QIP proposal in the coming days.  

LeadingAge Ohio is committed to working with the administration and the legislature to find a solution to funding shortfalls needed to support Ohio’s long term services and supports. Once the boxed vetoes are available, we will be able to provide further analysis to members.
